Ce surprize aduce anul acesta festivalul de film documentar One World? Ce filme si ce invitati straini vin la festival? Unde vor avea loc proiectiile si care sunt sectiunile noi de anul acesta? Directorul festivalului One World, Alexandru Solomon si fostul primar al orasului Bogota, Antanas Mockus, discuta online despre filmele prezente anul acesta in festival.

Antanas Mockus, unul dintre protagonistii filmului Bogota Change,  este columbian de origine lituaniana si a reusit sa transforme Bogota. Antanas Mockus a fost primar al capitalei Columbiei, intre 1995 si 1997 si  rector al Universitatii Nationale din Bogota.

Actiunile sale - a angajat 420 de mimi pentru a-i ridiculiza pe conducatorii auto predispusi la infractiuni, au schimbat radical Bogota: rata de omucideri a scazut cu 70%, mortalitatea in accidentele de circulatie cu 50%, alimentarea caselor cu apa potabila a atins un procent de 100% iar reteaua de canalizare a atins 95% din locuinte.

"Bogota Change" prezinta atat impactul pe care l-a avut Mockus asupra Bogotei, cat si contributia lui Enrique Penalosa, succesorul lui in functia de primar in perioada 1998-2000.

    in legatura cu perioada in care ati fost primar la orasului Bogota - din ce am citit ati avut o atitudine mai speciala in relatie cu violenta, ignoranta, indolenta locuitorilor orasului.

      Generally all human beings are reticent to change. And also there are a lot of expectations to the other of being coherent. Inhabitants are very difficult to change. A group of engineers ask me to talk about corruption, I say let's make a workshop.

      I ask them to list arguments against and pro corruption. Corrupt people have some level of shame.

      It's not easy, you cannot adopt the position of the perfect guide. The trick is to combine your pedagogical skills with your practise. I learnt the very basic feature of the city by myself. I tried to be a sort of translator.

      The Government need to have translators like this. Good service to the citizens also matters.

      The documentary are done postfactum. You can say sometimes you authorise people to work for a company for one month or so.

      You finish by forgetting the camera presence.

      Documentaries make possible not only a certain level of knowledge but also they put things in a narrative way that produces emotions. In my case governance was reasons with emotions, helping to domesticate interests.

      Avem povesti despre mafioti rusi, bone din Indonezia, bunici nazisti, fundamentalisti din Missouri si Afganistan, fostul sofer al lui Ben Laden, povesti de familie si violenta domestica din Lituania sau America, povesti despre victimele lui Pol Pot dar si despre cele ale lui Pinochet.
      Noutatile sunt cam toate temele festivalului, de la "Ce ai face pentru bani?" la "Eroi fara glorie". Precum si seria de evenimente conexe, cu proiectii si dezbateri in locuri publice.

    As dori sa il intreb pe fostul primar al Bogota-ului ce parere are despre ce se intampla acum in Bogota, daca i se pare ca au continuitate si astazi reformele impuse de domnia sa.
    Plus l-as mai intreba ce parere are despre Santos, presedintele actual al Columbiei? E in stare sa continue munca de stabilizare a sigurantei interne dusa de Uribe? De ce are nevoie acum Columbia? De mai multa armata sau mai multe reforme?

      Clearly, especially in the last 3 years. But some things have degraded. There is still a lot of respect for public space but less than in 2002. People continue to pay voluntary taxes. People don't use the bad quality of government by not paying taxes.

      In homicide rate we had small regression but nothing to do what happened in other cities in Colombia, or in Venezuela.

      The mayor has several good men and women in his team, but he seams distracted but what happens in his political party.
      The metro line will be very costly and if you'll have the resources we'll build not one but 2 or 3 lines. No money were allocated to education or mobility.


      I think Santos was elected as successor in the direction of Uribe work. But there are symptoms that president Santos adopted as high priorities in his agenda, the agenda of restitution of land, the agenda of the indemnisations of the families victims of internal wars, and also he seems to adopted our internal anti-corruption agenda.

      Some citizens are not happy.

      More reforms, more common language and more commitment of the whole society to life protection and prove it.

      It's to early to think what will happen in 3 years from now.But I think this is a question to be considered by the people in the country.

      Because some common attitudes in face of the war and perhaps some common surprising opportunity for someone who represents multiculturality in both cases.

    Ce dezbateri speciale au loc in cadrul festivalului si cand? Care sunt filmele care v-au placut cel mai mult si cum se face selectia lor?

      In fiecare zi au loc una sau doua proiectii urmate de dezbateri, un program realizat de One World Romania impreuna cu Active Watch. Temele cred ca sunt foarte spectaculoase, la fel si invitatii.
      Maine la SNSPA: "Buna guvernare in orase disperate" aduce laolalta un primar providential din Bogota, (colegul meu online in acest moment), si un priar bucurestean.
      Vineri mergem la UNATC ("Orasele disperate au nevoie de imagini") si apoi la o scoala din Ferentari (cu filmul "Vise din gunoi") unde vom sta de vorba cu copiii de acolo.
      Sambata la Teatrul Arca/La Scena, proiectam "Videocracy" si vorbim cu regizorul filmului si cu Mircea Toma despre "Televiziune, putere si popor".
      Duminica 2 regizori invitati ai OWR 2011 discuta despre intoleranta in filmul documentar si rolul documentaristului.

    Ce filme nu trebuie ratate?

      Lumea e minunata daca o cunosti, nu daca stam cu capul in nisip; chiar daca One World Romania aduce povesti teribile din multe colturi ale lumii, cred ca a cunoaste aceste povesti prin filme minunate ne face mai puternici si mai pregatiti sa intelegem ce ni se intampla.
      Sunt multe filme de neratat in selectia de anul acesta: as mentiona primul film programat joi la 16:30. Se cheama Agnus Dei, este povestea unui tanar mexican pe care parintii l-au dat in grija unui preot si acesta l-a abuzat de la 11 ani pana la 18 ani. Nu numai ca e un film foarte reusit cinematografic, dar e uimitor ca e lipsit de resentimente contra preotului. Interesant de vazut intr-o tara asa legata de Biserica, precum a noastra.

      Avem 2 premiere romanesti in festival: "Valea Corlatului" este un film despre o asezare de romi care nu exista pe harta, si pe care nimeni din administratie nu vrea sa o accepte. "Dupa Revolutie" este constituit din materiale filmate de Laurentiu Calciu in primele 6 luni din 1990, foarte bine montate in ceea ce devine azi un bun exercitiu pt a ne aduce aminte cum eram.
      In fine, avem si prezentarea unui film pe cale de a se face: "Odessa" lui Florin Iepan. Un proiect despre episodul in care Armata Romana a ars de vii 22.000 de civili la Odessa in 1941, urmat de o discutie cu regizorul.

      Transparency cannot be attained without a strong agreement between 3 regulatory systems. We need laws, we need law enforcement and people have to be invited to obey law by the admiration to the law or by fear of legal sanctions. But you have to have 7 times more places and jails per 100.000 inhabitants if you have the legal system working for it. You have to get your moral principals in agreement with law. For example homicide it's not only forbidden by law. If you ask yourself why you don;t kill? You'll discover not only the fear of getting to jail, you'll discover a moral principal that's a part of you. But also a social rejection from your colleagues, family, normal citizens

      Harmony has a lot of expressions. Summarising you have to combat not only legal impunity, but also social and moral impunity. When one of the narco-traficars in Bogota went out and went to a bar, people from that bar left the bar.

      Civic attitudes are a good antidote.

      Very exciting, sometimes depending totally of the qualities of the tea, sometimes totally depending of the good will of the citizens.

      Drastically augment the respect to human life, drastically improve the use of public resources, a sacred ones, and drastically incorporate in our everyday life a very strong challenge. We are going to receive a big part of the state incomes from petrol, gas, nichel and other commodities. There will be a temptation to forget investments and quality building efforts in education and in research. It's up to all the Colombians to become or not only a commodity supplier. Living from commodities can be tragically followed by a sort of brain atrophy.

Vietile unor jucatori celebri ca Rene Higuita, Carlos Valderrama, Faustino Asprilla , dar si disparitia tragica a neuitatului Andres Escobar dupa campionatul mondial din SUA 1994(ce a dus la retragerea definitiva,dupa peste 35 de ani, a celui mai apreciat comentator roman de sport) ar fi urmarite cu interes de microbistii romani si nu numai...

      Promit ca am sa ma gandesc si am sa caut filme despre fotbal. Bineinteles, pt un festival ca al nostru, ele ar trebui sa puna si probleme care tin de moralitate, toleranta sau drepturile omului intr-un anume sens. Tin minte un film despre o echipa de albinosi din Africa, un film emotionant despre niste oameni care sunt nu numai priviti ca o ciudatenie a naturii, dar chiar detestati si vanati de majoritari.

      Curitiba in Brasil. In public transport and urban planning.
      Monterray - Mexico in cupling land management with provision of water.
      And there are mixed situations: Sao Paolo has reduced violence, cars private and public use carefully segregated lines separated just by white paint.

Yo queria preguntarle Sr. Mockus si Ud piensa que el tipo de medidas que le hicieron famoso se pueden aplicar a cualquier comunidad del globo, o si ellas tuvieron exito por razones circunstanciales. Y si piensa que el ser social, si es eminamente bueno, y si desea el bien de la comunidad y de los otros, o es que simplemente hay encontrar trucos para empujar una comunidad hacia su bienestar.
    La ultima pregunta: Que es lo que aprendio del fracaso de las presidenciales del anho pasado?

      Just copying actions would not produce probably any result. Many times the effectivity of the action depends on the surprise. We have to learn from artists how to make unfamiliar the familiar. It's like building lenses for seeing what has become by routine invisible.

      Understanding the underlying principles should help a lot. For example, the distinction and complementarity of law, morals and culture is a very strong analysis and management instrument. Most creative moments came up from the combination of extreme pedagogical challenge with a question like "what would do an artist in this situation".

      Last year we made many things well, we were overwhelmed by the beautiful spontaneous movement called the green wave. Perhaps we also made some mistakes.

    Antanas: how does Bucharest look like, seen through your eyes? I know you are here for a little while, but please share with us your first impressions. Our city needs would need someone like you so solve some urgent issues: the hundred of thousands of street dogs, robberies, trafic jams caused also by uncivilized people, destroying cultural sites to build monster buildings, etc. Thanks!

      I loved Bogota from the beginning. It seemed to me ugly, very ugly. But unique. I proposed it the slogan "Bogota flirtatious" inviting people to change behaviours if it seemed impossible to change it physically. If you cannot change your hardware at least make better your software. We all know men and women that are at the same time ugly and attractive.

      After 3 years the city's financial situation was improved which made possible huge investments in public space, parks, libraries, biking lines, a new public transport system now.

      Now Bogota is not only attractive, it is rather pretty.

    From your perspective, what other cities (beside Bogota) would you consider as examples of success. What are the most chaotic cities you've visited?

      Curitiba in Brasil. In public transport and urban planning.
      Monterray - Mexico in cupling land management with provision of water.
      And there are mixed situations: Sao Paolo has reduced violence, cars private and public use carefully segregated lines separated just by white paint.

    Muy buenas! Yo queria preguntarle Sr. Mockus si Ud piensa que el tipo de medidas que le hicieron famoso se pueden aplicar a cualquier comunidad del globo, o si ellas tuvieron exito por razones circunstanciales. Y si piensa que el ser social, si es eminamente bueno, y si desea el bien de la comunidad y de los otros, o es que simplemente hay encontrar trucos para empujar una comunidad hacia su bienestar.
    La ultima pregunta: Que es lo que aprendio del fracaso de las presidenciales del anho pasado?

      Just copying actions would not produce probably any result. Many times the effectivity of the action depends on the surprise. We have to learn from artists how to make unfamiliar the familiar. It's like building lenses for seeing what has become by routine invisible.

      Understanding the underlying principles should help a lot. For example, the distinction and complementarity of law, morals and culture is a very strong analysis and management instrument. Most creative moments came up from the combination of extreme pedagogical challenge with a question like "what would do an artist in this situation".

      Last year we made many things well, we were overwhelmed by the beautiful spontaneous movement called the green wave. Perhaps we also made some mistakes.

    Antanas: how does Bucharest look like, seen through your eyes? I know you are here for a little while, but please share with us your first impressions. Our city needs would need someone like you so solve some urgent issues: the hundred of thousands of street dogs, robberies, trafic jams caused also by uncivilized people, destroying cultural sites to build monster buildings, etc. Thanks!

      I loved Bogota from the beginning. It seemed to me ugly, very ugly. But unique. I proposed it the slogan "Bogota flirtatious" inviting people to change behaviours if it seemed impossible to change it physically. If you cannot change your hardware at least make better your software. We all know men and women that are at the same time ugly and attractive.

      After 3 years the city's financial situation was improved which made possible huge investments in public space, parks, libraries, biking lines, a new public transport system now.

      Now Bogota is not only attractive, it is rather pretty.

    [appologies if you get this question twice - I have some problem with the connection here]

    I have been lucky enough to attend mr. Mockus lecture two days ago at LSE where he has inspired a full amphtheatre of students. Could you tell us who has, in turns, inspired you throughout your activity, both in terms of political act (say other mayors or political leaders) and phylosophy?

    Also, would you/your organization consider partnering with organizations in Romania / South Eastern Europe to spread out principles of Cultura Ciudadada and methods such as the Citizen Culture Surveys of CorpoVisionarios?
